I’m thinking if there supposed to be water transfer then they would have gone on a helmet liner. They were used on helmet liners from the early 1960s to early 1980s. the Army once required that insignia of rank be placed on the front of helmet liners. The 1959 edition of AR 670-5 stated the requirement for helmet liner markings. Only the insignia prescribed below will be placed on the helmet or helmet liner (Except for special safety or training requirements, the only authorized color for helmets and helmet liners is Army shade No. OG 107). a. Insignia of grade without background, of black color, 2 inches in width, as shown in (5), figure 28. b. Optional replica of authorized distinctive and/or shoulder sleeve insignia, either painted or decalcomania, place in positions approximately over the ears. When both insignia are worn, the shoulder sleeve insignia is place on the left side; the distinctive insignia is placed on the right side of helmet or helmet liner. This requirement remained in AR 670-5 until the switch to the PASGT helmet, when helmet liners became obsolete. Meyer packaging is the copyright date for that packaging and this style of packaging was used for several years. Insignia in this packaging was sold by AAFES.
