World War II lot of Unfinished Copper Unit Crest

I found this lot of unfinished WWII Unit Crest yesterday. They are made of copper and have never been enameled and no post have been attached to the back.  The 5th Ordnance Crest also still has the excess copper around it.  I am not sure how rare these happen to be but I think they are pretty cool. I have also been able to ID all of them except for the one next to the 5th Ordnance Crest in the photo of two. Any help is appreciated!

I don't believe that it is a 398th Infantry crest. Any other ideas?
