The material is the same as the material on Level 5 PCU items, but in desert MARPAT camo and apparently ECWCS cut. The tag is sometimes seen on UCP ECWCS softshells, particularly the first production run ones (https://iacmc.forumotion.com/t5923-experimental-ucp-soft-shell-trousers).
