early navy jumper? or made for woman? ID: Civilian "Middie"

Any help most appreciated. It had a red stripe around the bicep on the wearer's left arm, but has since been removed. You can see the outline. I thought firemen wore red stripes, but under the armpit and over the shoulder. Rating is much smaller than usual, too.

It’s a middy, a fashion piece made from the 20s-40s not military but still collectible.
