The knob-ish suspension ring is reminiscent of Studley strikes I’ve seen, however not having in hand, it’s hard to be posit. They appear to have the correct thickness and finish of a Studley. The badge tone quality of detail doesn’t appear to be a Davison made strike for Studley. 
For me, dating them is squishy. The brooch doesn’t present as ones I’ve seen on Studley in the past and looks remounted. The suspension rings look newer to me so I’d venture the strikes being 40s or later. The parts I can’t be sure in my limited experience with them. 
Larger brains than mine will likely have better and more detail for you. But that’s my $.02

My understanding is they were made for private purchase for veterans as replacements for ones they may have lost etc. I’ve not heard of these strikes being authorized for issue or being issued.
