He is wearing WW1 vintage wings with gold US. I think he earned his wings in 1919. He flew with an Army Air Corps flight demonstration team called the Flying Trapeze. He challenged the Army establishment for their neglect of Pursuit (fighter) aircraft in the 1930s. He was repeatedly denied promotion pass Major and took an early retirement and went to China is 1937. In 1942 he was brought back into the Air Corps and was eventually promoted to General.
