Can anyone confirm when the practice of painting campaign ribbons and unit awards on the bridge of US Navy ships began or was officially sanctioned?

It may have started during World War II. I found these pictures on Ancestry while researching a distant cousin of mine, Chief Fire Controlman David Demarest. The ship in question is the USS Sigsbee (DD-502), and I believe the photos were taken sometime in 1945 or 1946. It looks like they added a Purple Heart ribbon. I'm guessing it's for the ship having been "wounded" by Japanese attacks. But, who knows?
