The opinion at the time was they were from stock built up for the invasion of Japan. They were not be burried with the body in temporary graves as a double check on the ID of the guy- with a paper form filled out inside. There was apparently a shortage of them in Europe as in a number of cases the GRS folks had to use a .50 cal shell with the end squeezed shut instead.
