USN order of precedent for the Good Conduct Medal ribbon

Hello,  I am not sure of the correct forum for this question, but this seemed appropriate.  My question is: When did the USN change the wearing of the GCM from last to first on a ribbon rack?  I see many jumpers, etc. presented as WWII vintage with the GCM ribbon positioned first on the ribbon rack.  I believe the GCM would be last on a ribbon rack from WWII, at least my father's was.  Perhaps some of the uniforms originated in WWII and the owner continued to serve past the time when the order of precedent was changed?  Thanks for any info. on this.

Depends on what other medals/ribbons are on the rack(s).

In the 1947 Uniform Regs, the Good Conduct medal is ahead of the (WWII) theater medals.

This was published in the January 1946 All Hands Magazine:

 

New Precedence Given To Good Conduct Medal Position of ,the Navy Good Conduct medal in order of wearing has been changed to follow the Navy Unit Citation, by BuPers Circ.Ltr. 353-45 (NDB, 15 December).[1945]

 

Prior to that, it was worn after the (WWII) Theater Ribbons.
