Old military patch? Looks almost middle eastern

Another old patch in a box of many items! This is pretty small and curious. I’m not even sure if this is military at all but it was with other military patches so it’s my best guess. 
 

the letters on it are (al-ba) 

 

My first thought was Scotland seeing as the Gaelic name for Scotland is Alba, but there is a dash in between the letters so I’m stumped. 
Help would be appreciated!

Hawaiian souvenir patch. The letter H is missing. Should say ALOHA.
