Japanese pouch with lots of writing

Got this from a WWII vet's estate. By its appearance I assume it's Japanese. Sure has a lot of writing:

Model 94, number 6 musenki (無線機) = wireless radio

 

空中線材料嚢 kuuchuusen zairyoubukuro (Component Pouch for the Antenna) 

 

Bob, can you tell what the number is circled in red?

First digit looks to be a 1 or 3 and the second looks like 4 or 6 -

That is the Army version of an NLF radio, Type 97:

This is a field radio for the Naval Marines. Army 94 type 6, it is the same function as this radio, but it confronts waterproofing, where there is somewhat of a consideration. Communication range: 1Km frequency: 23-31 MHz tuning, radio wave type: A2, A3. transmission output: 0.5W equipment summary: uses vacuum tube: 31MC 1. Transmitter: Self-oscillation, plate modulation. Receiver: Super-regenerative detection. Dry cell battery and hand turnable generator. Antenna: L type, vertical section 140cm and horizontal section 65cm.

Thanks - ink on rough cloth is the worst to interpret especially for someone like me who has no idea how arabic numbers actually looked in the writing of that era. I scanned this to get a little closer - I can see 1 6 in there
