Im pretty sure these liners webbed in this way with this material are fairly rare. First one Ive seen for sale. Im not aware of the maker. I'l have to examine it when it comes in. I've got two of those in my collection, one with the square washers like yours but in rougher shape and one with A washers in nice shape.
