Clothing Bag, Fort McDowell Recruit Depot

The California National Guard Historical Collection received the clothing bag shown below.  The color tells me that its late 19th or early 20th Century.  Does any one know the official designation?

Recruit Clothing Bag,  Specification #1070 dated August 5, 1910

Before this bag a recruit would have been issued a "Telescoping Case" which was a fiberboard piece of luggage to carry his items from the Recruit Depot to his now station and then turned in to the Post QM for return to the Recruit Depot.
