I don't recall ever seeing a specialty rating with the eagle facing left (right arm Rate)   is this just a mistake?

A rarity?  A fake?

My guess would be an error. I have seen other Specialist rates, as well as other ratings with similar issues.

Sort of. I’m not sure the regulations specified which direction the specialty mark faced. I have a number of rates like this.

Couple things apparent, a bullion "crow" and an embroidered specialty mark. Secondly, possibly foreign made bullion eagle. One last possibility, might have been an incomplete right arm rate eagle rating badge without the specialty mark and later a Specialist rating mark was added.

You make Chief and you are crossing to a stateside rate from your old deck rate the tailor shop says this is what we can do and you specify.....you are a right arm rate now and what do you specify? Just a question

I think, by looking at the back of the patch that the specialty mark and the crow were put there together, the single piece of gauze makes me think that.  just my opinion.
