Unknown Saddam Hussein Souvenir Item, Vet Bringback?

I found this recently at an estate sale of a military veteran. The front is hand tooled leather with an incised portrait of a young looking Saddam Hussein, as well as 8 circles with various cultural things like “Golden Harp UR” and “Ishtar Gate Babylon” incised in it. The back is covered in suede or felt. It measures 6 inches in diameter with a little rope loop to hang on the wall. Has anyone seen anything like this before? Was this a souvenir sold in the markets of Iraq? If so, when might it date from? Maybe pre-Desert Storm?

Any help is appreciated!

Looks like something we made in camp but with different symbols.

 

I wonder if it hung from a faux leather necklace?

 

Im sure it is something that was sold to the Iraqi people so they could show loyalty and look real cool all at the same time.
