Spagg, your rounds may have originally been packed in a carton similar to this one. Frankford put revolver clips in 20 round cartons in the 20s. The 24 round cartons with clips already installed were only made in WWI.

Any sealed cartons that predate WWI are very cool and very scarce, especially dated. That is a really low lot number too. Great find!
