We think you may mean this, right? If so then it is called a Discharge Chevron.

Someone thought it was a Dutch lanyard.

 

Is it red or orange?

 

I saw the picture you posted and it’s not a Dutch lanyard.

No it is not the Chevron. It is a red cord.

Why does that uniform have both the PFC patch for artillery, and the Corporal chevron sewn together?  Were they allowed to wear both at the same time?

The artillery also had qualification ratings for private, PFC, corporal or sergeant that carried extra pay. That is a corporal qualified as a gun pointer.
