Two pair of USN dress blue trousers. WWII

I was told that the first pair was pre-WWII, maybe WWI. I don’t know. They don’t have any labels or tags but are named to W. C. Tarr. The buttons appear older than others I have. They are in great shape with no damage. 
 

The second pair is definitely newer. They have several moth holes. This pair retains its label.

Too pair feel pre WW2. WW2 issue trousers had a brass zipper in the left hand front pocket. Bottom pair are post WW2, reference the tag.

Thanks again! I figured the first pair was pre-WWII. I did not know how to decipher the DSA number on the second pair for the year. 
 

There’s a named WWI uniform complete with jumper, trousers, and flat hat with a USS Seneca tally out there right now. Looks to be in good shape. Jumper has the neckerchief loop and a WWI Victory ribbon on it. No rate or grade indicated. I wonder if it’s the Coast Guard Cutter Seneca.
