USCG Jumper. Named. WWII

Here’s a nice USCG jumper. Seaman 1C if I’m not mistaken. Correct me if I’m wrong please. Named to Duvall, F.A. There are no tags, but there is evidence of one under the collar as loose threads indicate.

Because of the Seaman Branch mark around the right shoulder, it is at least pre 1948. The draw string still in the hem, the way the yoke and pocket are made, makes me feel like pre WW2. Most dress jumpers had Hand stitched stars on the collar, but, not universally the draw string in the hem was to “Blouse” the jumper, in the years after it was untucked in 1911.   Most did not blouse the jumper, and actually pulled the string out. My dad liked the draw string, as he could pull it tight and carry more than the allowable number of cigarettes. 
 

pre 1936 jumpers had a neckerchief loop around the bottom of the neck opening. The fabric is post 1936. So somewhere between 1936 to 1948. I would bet pre WW2
