Paint removal from M1910 shovel

So I found a M1910 T-handle shovel for $25 at a local antique store but it needs some love. First someone in the past painted it with silver paint. Some remains on the metal and wood. Second there is some rust on it. What can I do to remove the silver paint w/o harming what remains of the original OD paint and the wood, and what should I do about the rust?

I recommend a product called Motsenbockers Paint and Varnish Removal Gel, I have used this to uncover insignia on helmet shells and liners with excellent results and its easy to control.
