Help identify these two patches

Can someone help id these 2 ?

 

On the left: Aviation tech 5? Cadet? - the background is twill and looks like black or very dark navy blue


On the right:  navy blue on khaki twill, cheesecloth backed.. Observer? But no designation

Left is a US Army aviation E-4 rank. Used pre-WW2 to possibly 1941. 

 

Right is a US Civilian tech rep. There are over 25 different ones. Here are a few that I have collected.

I thought one was a tech rep but without “tech rep” And it didn’t make sense.

 

The other I figured was aviation but couldn’t figure out exactly what and where or when it fit in.

The US without title would be worn by any civilian War Department employee when wearing a uniform. I don't know if the Navy used the same type of insignia. They were not all technical representatives.

"E4" is a post-WW2 pay grade designation.

That sleeve rank patch was 'allowed' but never officially 'approved' for wear by USAAC/USAAF personnel from the WWI era through 1947.

They were a private purcase item (PX, military supply, etc.) and never an issued item. These 'Prop & Wing"patches were available from Private

all the way up to Master Sergeant.

 

I have examples all that I could post if your interested furthur.
