Cadet? - the background is twill and looks like black or very dark navy blue On the right: navy blue on khaki twill, cheesecloth backed.. Observer? But no designation Thanks! I don't know if the Navy used the same type of insignia. They were not all technical representatives. "E4" is a post-WW2 pay grade designation. Watkins Posted September 4, 2020 Share #5 Posted September 4, 2020 That sleeve rank patch was 'allowed' but never officially 'approved' for wear by USAAC/USAAF personnel from the WWI era through 1947. They were a private purcase item (PX, military supply, etc.) and never an issued item. These 'Prop & Wing"patches were available from Private all the way up to Master Sergeant.
