possible militia coat i.d

here's a shot in the dark. can anyone i.d this jacket. Ive had it for a while and could never specify what it is. it had musicians buttons which would denote a regular band jacket. but on the epaulettes 

it has New York State seal buttons and the lining looks similar to militia or National Guard jackets Ive seen. any input would help.
