A New York Span-Am Service Medal Theory.

I bought this NYS Span-Am medal last winter. A number of different aspects made this example alluring, but I’d like to talk about one in particular. The medal has a type-2 ribbon, yet has a low serial number on its broach. 
 

So here’s my theory; the broaches were attached to each medal at random, so the medals were never awarded sequentially. I’m not sure if there’s more specific information available about the construction of this particular medal aside from the number rosters for the NYS Medals. If there are other books out there I’d love to obtain some copies. This example isn’t traceable by its number but thankfully it’s named. No.57 was awarded to Private Eugene F. Smith. I-Co., 12th Regiment,  New York National Guard.
