No marking on blade, England on scabbard. Elastic that holds the stilletto in scabbard has snapped but appears to be unused....no belt or strap marks noted.

Seems to good for the price of under $400.

That's a Type 3 with a machine ground blade from WW2, imported into the USA after the war.  Generally they sell, with sheath, from $150-$200.  The hand ground blades sell for a bit more, maybe up to $225 or so.  Look at all the ones on ebay and you'll see a wide variation in asking prices for the Type 3s, but having bid on a few, the selling prices are in the ranges mentioned.

Think I need to start researching what I can before asking here....it's getting a little embarrassing [emoji849].
I also really need to step away from this seller at these prices.

No need to be embarrassed. You are researching by checking things out here. That's what I always do. Sure, there are also books and such.

As stated. Its a late 3rd pattern. The ENGLAND stamp was put on when these were spld and imported to the US post war and sold.

As for the seller it seems hes like the majority of sellers who go to ebay and use it as a price guide by picking the highest price shown. Maybe hes of the mind set start high as its easier to go down than up when selling.

I saw one Friday at a gun show and worse condition priced at $600....🥴 and hes had it for several shows. When I first saw it I thought the tag said $60 which seemed more than plenty for the condition..the other "zero" was covered slightly by a different knife.

I recently sold one here on the forum that was duplice to my collection as I up graded.I sold it for $185 shipped.... guess I should have asked $1500 😄 based on ebay-nomics.
