Looking for the oddities, including unfinished & flaws

Thats what I thought but the back doesn't match. The back has one strap that appears you could use it to close the top. Like pull strings on modern bags to synch up the top.

Okay. You didn't show the back in your original photos. Does it look factory-done, or was it modified at a later date possibly? Either way, it is not a "US" bag. Both of the enamel pins on the bag are civilian as well, so possibly a post-war modification made to facilitate its use as a bag to carry medical supplies? You might have better luck posting it on the World Militaria Forum.
