Thoughts on painted CAPAC

This was another ebay find this year which I grabbed for the paint job. Looking at it under magnification the yellow is not a paint layer but the remnants of a layer on top of the paint. Shellack? I also forgot to read the description before bidding and found afterwards the owner, listed as being in Oahu, had replaced the main webbing band on the inside with a piece of original material due to tears but retained the original rivets and washers. Thoughts on that versus having the paint job?
