Need help Identifying this ribbon bar???

If I were to throw out a guess I would say probably ROTC, more than likely Navy Academic

The only "A" device I am aware of  is worn on the American Defense Service Medal drape or ribbon and was authorized for wear by personnel who served on board specific ships with the Atlantic Fleet between June 22, 1941 and December 7, 1941. I suspect someone placed the "A" device on their Navy Good Conduct Medal  ribbon either by mistake or to show they had earned the device but only wanted to wear one ribbon, for example on the lapel of a suit jacket.

The fact that tis "A" device is gilt rather than bronze leads me to the conclusion that this is a military academy or ROTC/JROTC device.
