Obviously a flashlight ("Torch" for are friends in England), but is it military. Absolutely nothing new! Made by "Bell System Co.". Color is, yes, black. So what is it? Yes, I know! They pretty much produced there own equipment for their techs. This light looks like it's made of bakelight or early plastic, I'd date it to the WWII era or a bit later. With all the contracts that were held during WWII, and all of the interesting variations that were made amongst WWII equipment, I wasn't sure if this was in that category.
