WWI to Civil Defense Helmet Conversion?

I was just wondering, are those WWI-looking civil defense helmets made from leftover WWI helmets or are they a separate design? I’m not talking about the standard design, but the one that is pictured below. The one in the picture is not mine.

Chin strap looks like a ww1 strap

They did use some WW1 pots, there were also 30s/40s civilian shells produced that CD forced used. Those helmets are identical to the chrome legion helmets you see.

This particular example looks to be a civilian helmet rather than a reused m1917.
