Vietnam Era unmarked Field Gear. What is it?

The Anniston Army Depot used to have auctions of surplus US military gear in the 1970s and 80s. This item and a number like it turned up in a large box of surplus web gear. What is it?  Inside there are three pockets for magazines, an outside pouch and maybe a cleaning rod pocket on the back. The guess back then was: it was for the Thompson Machine Gun for issue to the Vietnamese. Does anyone know for sure?

No expert but I belive it is CISO made for SF and their indigs, along the lines of SOG, MIKE force, or CIDG.
