Interesting WW2 US Army Short Sleeve Cut Down Wool Shirt

Hello everyone,

Here is an interesting one I was watching on eBay recently. From an 89th Division Dress Uniform Set was this weird wool shirt that wasn't something I had seen before. Doesn't look like an issued item honestly. Looks to be tailored from a regular wool shirt with the length and sleeves shortened and the front pockets removed. Is this an issue item?
