found this strange shirt with renforcement with hole abave pockets

for officer , interwar era ?

That looks like it's for a badge of some sort like a security officer, police officer, or some other non-military law enforcement occupation where that style of shirt would be worn.

There's also a tiny single reinforced grommet on the right pocket flap, for a Name Tag?

While this particular shirt will not be Army or Air Force, this company did make Military Spec shirts, probably starting during WWII through the mid 60s.

 

Here's two, one Khaki, the other OD (Both Items are up on Ebay by the way for any interested parties, just type Conqueror Shirt or Conqueror shirts in search box)

It's an old police shirt, the grommet on the pocket flap is probably for a whistle chain (an antique piece of equipment that no one actually uses for that purpose any longer, I had a handcuff key attached to my chain) that went from under the shoulder strap button down into the pocket.
