Were interwar ID tags round like this though? and were service men in two wars assigned the same serial number?

this soldier was born 1890- and another enlistment record for 1940-

thank you- this puts a record of him in the army prior to the second world war and would most likely account for the style of dog tag used in that period.

Enlisted service numbers from 6 to 7 million were issued 1919 to 1940. 

This is my take:

The 1940 US Census lists your man at Fort Slocum NY, age 23.

Born 1916 in NY and enlisted around 1936. Re enlisted 1940. Taken POW 1942. Liberated Jan. 1945 and returned.

Signed up for the Draft as an unemployed Discharged Vet. in NY, June, 1945. Passed away in NY, 1992 .
