It's a rather nicely detailed and engraved dual dragon anchor brass photo frame. It is engraved "SHANGHAI" and "CHINA". The photo appears to be a Quartermaster Sergeant wearing his dress blues and early campaign ribbons. Unfortunately, the photo is not named.
