JBFloyd Posted April 18, 2020 Share #2 Posted April 18, 2020 A number of small naval veterans' groups with shrinking memberships folded into the GAR over the years prior to about 1900. I suspect that this is from one of those groups. The GAR was generally averse to having badges without the GAR star, or "FCL" (Fraternity, Charity, Loyalty) prominent in the design. Navy veterans were a very small proportion of GAR membership and its unlikely that they could have swayed the Army-veteran majority to approve a Navy themed badge.
