USN Enlisted Tarawa Commendation with Ribbon

This is a commendation with ribbon for a sailor from the USS Heywood APA-6 for hauling Marines and gear ashore during the Tarawa operation. The Japanese guns and heavy light machine guns plagued this operation for many days in the lagoon as the landing craft approached the island of Betio.I think its interesting as you often see Forrestal or Knox signatures but this one is from Ralph A. Bard who was the Acting Secretary of the Navy. Hoping Kurt or other medal/document collectors can comment on that,´

Bought this group quite a few years ago off Ebay. A woman picked up a USN jumper at an estate sale in Dallas (Blake was from there) Once she returned home, she reached into the upper jumper pocket and there was his folded commendation. The jumper was very moth eaten so she cut the insignia off the jumper and bell bottoms and included them in the auction.

Doing some research, Frank Knox died at the end of April of 1944 and Forrestal became Secretary of the Navy in May of 1944. So possibly Bard was signing USN/USMC citations during this time period. Do any of the other USN USMC medal and document collectors have examples of Bard´s signature on documents in their collection?

Thanks, Kurt do you have any USN documents with Bardś signature as Acting Secretary of the Navy? Or Robert, Bob, Frank or others?
