Unknown theater-made SSI, VN-era

This (I think) is for the USAF's 9th Reconnaissance Wing. It's not a pocket patch, however; it's on the left sleeve. The other patches have been removed. Anyone ever see this one?

I saw this too! It's on a ERDL-RDF jacket listed on mercari. I wondered what the patch was as well.

US - Op.'s Desert Shield / Storm / Provide Comfort /Some Southern Watch - F-4G's Wild Weasels
UK - Op.'s Granby / Sabre / Warden
Canadian - Op. Desert Storm / Op. Friction
French - Daguet / Aconit
Netherlands, Belgium, Poland, South Korea, etc.
Looking for the oddities, including unfinished & flaws
I HAVE EXTRA's!! Will trade as well.

Maybe Security Police Qualification Training? They would be the ones to wear camo back then, but this isn't my area. I highly doubt it has anything to do with the 9th SRW. Just a guess though, so hope it helps.

Interesting that it includes the US Coast Guard motto in its design

SEMPER PARATUS is the Motto of a few U.S. Military units, one that I was once in, the 12th U.S. Cavalry in example.
