War Service Ship Builder's Badges?

Can anyone enlighten me on the history and time frame of these War Service Ship Builder's badges? There are three different ones with one being painted gold. I'm not sure if this one was a supervisors badge or what.

They are from the First World War. As far as I know they were issued to all or most shipyard workers as a form of ID. I believe these were government issued badges. The shipbuilding companies also issued their own forms of ID badges. During WW2 shipyard workers wore a red SHIPS FOR VICTORY pin, but they were not a form of ID.
