Never Seen One Like It?

Found this small old dish at a flea market about 20 years ago. Shows lots of wear with most of the gold worn off around the edges. Could it have been a item given away at a GAR event in the past?

Not likely to be a GAR item. The GAR probably would have used one of their own buttons and they usually were not so simple in their designs, i.e., there would conspicuous use of "GAR" or "1861-1865" or the GAR badge.This one is too subdued to be GAR.

What's the size? (specifically, the round piece in the center). The center piece looks like a federal cartridge box shoulder strap plate- which would measure around 2 3/8" give or take. The roughness makes it look cast though?

Maybe it's some kind of Bannerman type surplus thingee?
