"Hinsch Leadership Award" Replica Pattern 1860 Light Cavalry Saber

Please forgive me if this should be posted on another subforum; I thought possibly "Misc/Unknown" but then, there is a sword involved. :) We recently picked up a replica US Pattern 1860 Light Cavalry Saber with the scabbard engraved "The Hinsch Leadership Award" and "Class of 5-96". The sword blade is engraved with the recipient's name. I've been trying to find more information on the Hinsch Award itself. It's a US Army award, possibly given in NCO School and maybe OCS as well. I've found a few references to the name of the award in conjunction with an individual's resume, but nothing on the history and criteria for receiving the award, and maybe even who Hinsch was ! Can anyone help ?

It's given in Primary Leadership Development Course (PLDC). That's the bottom rung in NCO professional development schooling.
