Aviation Accessory?

Does anyone recognize this item as an aviation accessary? About the size of an 10 x 12 piece of cardboard with two snaps. Came with the navy parachute bag & leather flight suit. OD cloth on outside, no markings or numbers.

It has the appearance, based on the materials used, of a Navy rigger-made item, rather than a factory made and standard issue piece. Possibly a map, or clipboard holder, or cover, and possibly something that would attach inside the cockpit of a training aircraft? It's hard to tell from the photos, but do the snaps at the top close / open a central pocket, and do the two pieces at the sides fold back?

Thanks for your response. First, I want to correct the fact that there are no markings. There is a number 31 on the front.

 

The snaps do not open a pocket. No pocket. The flaps do fold in. I can't help but think the rounded out area fits something, maybe the neck of the pilot or of the steering column.?
