1945 Dated Pouch; Rigger Made?

I got this pouch in a mixed lot. It is made from a cleaning case cut and folded over on itself, with canvas sewn to the sides. The stitching looks like it was done by a rigger machine. Any idea what it is for?

For me these pouches have turned up repeatedly in surplus stores over many years. I think the sewing jobs were done years ago by someone in the surplus business who was looking to re-purpose tons of cleaning rod cases.

Agree....often see these with first aid supplies carried in the pouch.I think I still have one with a red cross painted on the front.

Made after the fact for commercial resale by using items of little value.

 

Note how the one on the ebay auction has the sides added and unfinished side edges etc.I have found these with both a mix of issue and commercial supplies which muddied the water but all the same they were post war surplus creations.Yse to see them at auctions here with Boy Scout gear and troop numbers on them too.
