Unknown navy insignia, rating... caduceus?

This symbol was found stamped on a wood scabbard (for a late 1800s Philippine Kris/Sundang).

 

To me it appears to be very similar to a medical caduceus.. (anchor with two entwined snakes). I dont see any crow or eagle stampings.

 

Any thoughts as to what it is?

Thanks for the photo. I was thinking it might be them... maybe the stamping was a little off (actually it was double stamped, I cropped the pic.. but either way the wings do not seem to be present). The USPH was in the Philippine during the Turn of the century.

 

Here is a pic of the double stamping (die stamp bounced?)

I could see this being a double stamp. I can't imagine an anchor with two stocks, and it looks like the end of a second set of flukes just above the lower set of snakes.

Couldn't tell you if this was USPHS or not, but it is the only symbol I could think of with an anchor and caduceus.

In your second picture the first thought I had was double strike.
