Fold3 doesn't have any U.S. Navy WWI Muster Rolls, only WWII Navy Muster Rolls. I believe you'd have to get a researcher to get Frederick's records from NARA. Also, I found some information on Frederick on the FultonHistory.com website https://fultonhistory.com/Fulton.html but there's 50 hits when doing the search as below.
