I've never come across rate in this color. Is this a real rate and what time period is it from ? Also I'm going to buy this from my friend if it an original. What should I offer him. I want to be fair , but I don't know what these older rates sell for.

Agreed. Middie rates can look just like USN rates, other than thread color, as some were made by the same companies, on the same equipment, they used to make rates for the USN.
