It is most likely worn by a member of law enforcement, though I don't have any idea what department etc. This insignia reminds me of the infamous "T.D." lettered collar brass which I have seen on Tank Destroyer uniforms and being advertised as rare TD insignia. The reality is that the "TD" was for "Traffic Division" and was worn by a number of police departments, most notably the Washington, DC Police Department. My two cents.
