A Meritorious Service Purple Heart was awarded for acts of Merit instead of a wound. They did away with this practice near or about WWII.

I believe that awarding a Purple Heart for wounds was secondary when it was re-instituted in around 1932 by General MacArthur. Primarily it was an award "for military merit" and if you received the MSCC then you qualified for a Purple Heart. I think it is estimated that there were only about 1500 MSCC Purple Hearts awarded. A rare medal.
