Unknown 1880's period uniform

Picked this up this weekend thinking it was an 1880's period artillery uniform however after considerable thought I now just don't know. I am leaning towards a state militia. No makers label, but has US eagle buttons from the 1880's period. Any of you experts that can shed light on this would be greatly appreciated.

My first impression is a marching band.

Don't let the shoulder boards fool you. Here's another marching Cornet band with even more military flummery - kepi's with pop pom, epaulets, etc.
