WW2 USMC M-1 & Cover - Need ID Assistance Please! Post 1

I recently acquired this helmet from a dealer friend at a local militaria show and need some assistance identifying several of its components. I will have to make several posts in order to get all my questions asked and photos posted. Please bare with me! I am just starting to collect USMC items and there is a lot to learn. I really appreciate your help with my questions!

First question is about the sweatband, I have never seen one like this before. It's color is a blue-grey, almost black color material on HBT cloth. Is this a period correct WW2 item of USA manufacture? If so when were these issued?
