I informed them what I believed it was and gave them reasons why I thought that's what it was and showed them examples. They think it's for the state of Minnesota coming into the union. There is a historical society here that has a large one done in the shape of an anchor (representing Hope). As far as value I would say $200-500ish. These kind of patterns don't show up much.
